Webinar Description:

MOC is not just nice to have – it’s also a regulatory requirement for facilities subject to OSHA’s Process Safety Management (PSM) standard and EPA’s Risk Management Plan (RMP) rule in the US, or to international regulations such as Control of Major Accident Hazards (COMAH). Change management failures such as the 1976 Seveso disaster in Milan, Italy and the 1984 Union Carbide chemical release in Bhopal, India show how high the stakes really are in properly identifying and controlling risks of process changes involving highly hazardous substances.

Still, many companies struggle to effectively coordinate the required tasks, or to implement MOC as widely as they should. This webinar will review the applicable MOC regulatory requirements, while also focusing on the ultimate goal of protecting the safety and health of employees, increasing employee engagement and improving safety and health performance.


  • The regulatory framework for MOC, including the required elements of MOC according to OSHA’s PSM standard

  • Review and discussion of examples of proposed changes that should trigger MOC, and strategies for properly identifying risks

Before joining VelocityEHS, Phil served as Global EHS Coordinator for John Crane Inc., as a Senior Environmental Consultant for Gaia Tech, and Project Manager for Mostardi Platt Environmental. He has a B.S. in Chemistry and a Masters of Public Health. He was a NIOSH traineeship recipient (1995-1997) and is a member of ASSE and NAEM. His certifications include OSHA 30-hour training (2012), and ISO/OHSAS Internal Auditor Training (2012).
